About web site hosting…?

Once upon a time… The was a free web site host who had a really simple site builder. Easy to upload image files. Easy to use those images as background, or click on items to get to mail, links or other pages. Didn’t need to know code. Could click on a tab at the top of the page to get a text block to type in. Sooooo simple… Even I could do it. Does anyone know of any site hosts who have a site builder like that?
