How much would it cost to develop a Personal Web Page ?

I would like somebody to develop a Personal Web Page for me. The page would have only one page of text and 10 colour photos.
I would also like to to find a Server who will host my web page for free. like Yahoo geo-cities.
I think that an amateur Webpage Developer would be able to do the job.
How much this would cost and where to find a person who can do it?

its free and has no ads and you dont need any programming knowledge – there is a built in designer which is very intuitive.

provides lots of gadgets provided by other web companies like google.

i only found it a few weeks back, i was amazed something like it even existed
