What is another program like JOOMLA that I can create a website then save it as an index.html?

And upload the html to a web host/server. I DONT WANT a site where you build a website and then use their hosting service. I want a website/software where i can create a website and then save it as an .html and upload that html to ANY Domain or webserver orhost.
