Which is the best web host?

I live in the uk. I dont know if that matters – could i still use us based hosts like godaddy. I want to know which host offers the most for the best price. As a student i cant fork over loads, im expecting my limit to be twenty pounds a year, ive seen .me domains for 9.99 dollars a year. But i want to know the best for my money.
